Proposed Amendments and Review of certain Taupo District Council By-Laws (Traffic and General – Reserves).

Proposed Amendments to Traffic Bylaw

The current Traffic Bylaw relating to parking control within the district came into force on 7 April 1999. This Bylaw is known as the Taupo District Traffic Bylaw 1999. In accordance with the requirements of the Local Government Act 2002, this Bylaw needs to be reviewed and updated to reflect changes to parking that have occurred since its adoption.

It is proposed that in general the content and format of the existing bylaw will be retained, but be amended to cover:
• Storey Place (behind the Great Lake Centre) be included in the time restricted area (currently unrestricted – proposed to be maximum 150 minute parking)
• Current 60 minute parking in Storey Place adjacent to the Library changed to 30 minute parking
• Extension of the current time restricted parking on lower Spa Road and Tamamutu Street
• Inclusion of a new taxi stand in Tuwharetoa Street
• Amended controls on berm parking to provide better protection for berms
• Updating of current restricted parking areas including mobility parking.

It is further proposed that the existing Traffic Bylaw 1999 is replaced by this updated version. A draft form of the up dated bylaw has been developed and the Taupo District Council is seeking submissions from interested parties on the proposed updated bylaw.

Proposed Amendments to General Bylaw No.1

Council is proposing to add Part 6:  Reserves to the current  Taupo District General Bylaw No.1: 2004 in order to ensure the continued effective management of reserves throughout the district as well as amend nine clauses that are already in existence within the  Taupo District General Bylaw No.1: 2004:  Parts 1-5.

The proposed addition of Part 6 – Reserves, to the Taupo District General Bylaw No.1: 2004 covers and amends the following topics in relation to reserves.
• Public safety
• Disturbance or damage to reserves
• Fees
• Access
• Restriction of certain activities on Reserves

In the process of reviewing whether specific issues were sufficiently covered within Parts 1-5 of the Taupo District General Bylaw No.1: 2004, proposed minor amendments and additions were identified in a small number of clauses. It is proposed that the exiting parts 1 – 5 are amended to cover the specific reserves issues identified.

Making Submissions

Statement of proposals for the proposed update of the Traffic Bylaw and proposed amendments to the General Bylaw No.1 can be viewed at the Taupo, Turangi and Mangakino public libraries and copies of the statement of proposal can be obtained from the Taupo District Council offices at 72 Lake Terrace, Taupo, Gillespie Plaza at HeuHeu Street, Taupo or from the Taupo District Council’s website.

Written submissions on the proposed bylaws can be made to the Council and should be submitted before 5.00pm Friday 30th May 2008.  As a public hearing will follow, please indicate if you would like to present your submission in person to Council.
