Taupo District Plan
District plans set out the policies and rules that a Council will use to manage the use of land in its area.
The Taupo District Plan was made public on 18 July 2000. Submissions to the District Plan were heard by Council and decisions were subsequently released in May 2003. All appeals on the District Plan were resolved in 2007, and the District Plan was made operative on 11 October 2007.
Status of Plan
As the District Plan is now operative, the Transitional District Plan, no longer can be considered in Resource Consent applications.
Clause 16b of the First Schedule to the RMA, however establishes that those parts of the District Plan amended by a plan change (identified by strikethrough and underline) are to be considered in conjunction with any corresponding District Plan provisions.

Changes to the Taupo District Plan
Changes are made to the Taupo District Plan for any number of reasons. These changes must follow a statutory process established by the Resource Management Act and all of which involve the involvement of the community. Prior to the Plan becoming operative, these were known as 'variations'. The variation and plan changes process is exactly the same, it is simply a name change as a result of the operative status. The Council is currently working on a number of plan changes to the Taupo District Plan which are at different stages of this statutory process. If the plan change is yet to complete this statutory process, i.e. has yet to be heard or has outstanding appeals, then it is considered to be 'proposed'. While a Plan Change is proposed, both the current and proposed Objectives and Policies will be considered in respect to resource consent applications. The proposed Rules, Performance Standards and zoning do not come into effect until a decision has been made on the Plan Change.
