Overview
The purpose of the Landscape and Natural Values Plan Change is to identify areas with important value, and to develop new provisions in the Taupo District Plan on how to effectively manage these areas to prevent their degeneration.
Plan Change 24 (Landscape and Natural Values) and Plan Change (formally Variation) 25 (Landscape and Natural Values – Subdivision) have been prepared to fulfil Council’s statutory obligation under Part II of the Resource Management Act and an Environment Court direction to review the Landscape Values and Natural Values provisions of the Taupo District Plan. The plan change introduces new statutory objectives, policies and methods (including rules) in sections 3h Landscape Values, 3i Natural Values, 4b Rural Environment and 4e District Wide Rules, of the District Plan, and identifies areas of important landscape and natural value in District Plan Schedules section 7.1, and on District Planning Maps A1-A40.
Plan Changes 24 and 25 affect properties throughout the Taupo District, which have Landscape and Natural Values areas. The proposed provisions introduce new rules for these areas in respect to undertaking certain activities including subdivision, erection of built structures, indigenous vegetation clearance, and earthworks, as well as introducing incentives to encourage further enhancement of the values associated with them.

Council Decisions
Decisions on Plan Changes 24 and 25 were notified on 26 February 2010. The Plan Change text and maps, Council Decision Report, and section-32 report are provided below.
The Council Decision report is divided into five volumes and contains the following for each submission (note in some cases submissions have been grouped if they have similar content); a decision for each submission and/or further submission, the reason for the Council's decision; and any associated changes to be made to the Plan as a result of the decision.

Any person who has made a submission on Plan Changes 24 and 25 may appeal Council’s decision on their submission, to the Environment Court. In accordance with Clause 14 of the First Schedule to the Resource Management Act 1991, appeals must be in the prescribed form and lodged with the Environment Court within 30 working days of serving the notification of the decision.
