To begin the implementation of the Taupo District 2050 (the Growth Management Strategy), the Council has undertaken a series of changes to the District Plan (DP). These changes look to achieve a number of the outcomes signalled within the Strategy. These changes to the DP are summarised as:
- A change to the rules relating to development within the Rural Environment.
- Areas identified as appropriate for immediate residential development within the Taupo District 2050 zoned as Residential Environment.
- The development of a policy framework to look at how future areas for development will be managed.
- Clarification on how infrastructure will be staged and linked to growth.
The text and majority of the maps amended by Plan Change 20 [exception Kuratau] were not appealed and have been made operative as of 7 March 2008.

Call for Further Submissions on omitted Transit New Zealand Submissions on Variations 20 and 21
After notifying the summary of submissions, omissions in the summary have been discovered, in respect to submissions made by Transit New Zealand. Accordingly, Taupo District Council gives notice of the availability of the summary of submissions by Transit New Zealand to Variations 20 and 21 (submissions on Variation 19 were previously notified) to the Taupo Proposed District Plan, and calls for further submissions.
The formal date of the Public Notification and call for further submissions on these submissions was Thursday, 10 May 2007. Further submissions were received on these submissions by Taupo District Council no later than 5.00 pm on Thursday, 7 June 2007.

Notification of Variation
Variation 19, 20 and 21 were notified for public submissions on January 12, 2007. The submission period closed at 5.00pm on March 1, 2007. The TD2050 Variations revise substantial portions of the District Plan in respect to urban development in the Rural Environment. As a result, both Variation 8 (in its entirety) and Section 3b of the Proposed District Plan have been withdrawn by Taupo District Council.
