'Quick Wins' indentified for Turangi Town centre
The Turangi and Southern Lakeshore Settlements Structure Plan project commenced in 2010. The initial “Visions, Values and Views” public consultation culminated in a public planning workshop dedicated to revitalising Turangi Town Centre. All the comments received during this phase of the project were published in the Results of Visions, Values and Views Consultation in August 2010.
On assessment of the results of this consultation, it has been identified that some projects could be undertaken in advance of the larger structure plan process. These smaller projects, or ‘quick wins’, can be undertaken in the short term and lead to small but positive improvements to the Turangi Town Centre. These quick wins and an assessment of then can be found in the 'Turangi Town Centre 'Quick Wins' Assessment' report HERE The report lists the 'quick wins' identified by the community and are prioritised in respect to their effectiveness in creating positive results and the indicative costs and time involved in implementing them.
The attached report identifies a number of quick win projects that could be undertaken to benefit the Turangi Town Centre. These are smaller projects which could be carried out individually or as a group, in advance of the wider and longer term structure plan process.
Currently there is no specific funding identified for these projects, nor has there been an assessment of current operational budgets and staffing to identify how and by whom these projects can be undertaken. This will be the next step. The intent of this report is to identify potential projects.

Options and Opportunities for growth

International placemaker sparks ideas in Turangi
Well respected ‘placemaker’ Gilbert Rochecouste visited Turangi and workshopped with the community about the future of the town from a placemaking perspective.
Over 100 people attended the session at the Turangi Senior Citizens Centre on Thursday to hear Gilbert Rochecouste, Managing Director of ‘Village Well’ from Australia and his colleagues challenge Turangi residents and provide ideas for the regeneration of the Turangi Town centre. Mr Rochecouste commented that in 25 years he had never had a turnout like this in a town the size of Turangi. “It shows residents are passionate about Turangi and they are willing to get involved. It is crucial the community works together to move forward.”
Mr Rochecouste, who has worked with Taupō District Council in the past, provided an impromptu and dynamic session with the Turangi community. The interactive session meant that those that turned up were able to get their ideas and thoughts across and ‘in the mix’ of what was considered.

Phase One "Visions, Values and Views" Complete
We have now completed Phase One of the development of the Structure Plan. the goal for Phase One was to talk to the community and affected parties to identify their 'Visions Values and views' for the future of Turangi and the Southern Lakeshore Settlements. This process involved a series of open days, meeting, advertisements, mail outs and of course the highly sucessful public town centre workshop held in June. We consider this process to be a sucess based both on the quantity and quality of feedback that we received. All of the feedback to date has been collected into a consultation report that can be found here. We can also send you a paper copy of this report if you would like one.
So what happens next? Officers are currently working through this feedback as well as the technical information required to identify the most appropriate 'issues', 'objectives' and 'options' to take out to the community this coming summer. We anticipate presenting the draft objectives to the new Council and Community Board after the upcoming election. These objectives will enable us to better identify options for growth and development within the Structure Plan areas. You will be hearing from us again this summer when we hope to present series of draft options for you to comment on.

The Structure Plan
Taupo District Council is developing a new structure plan for Turangi, the south-western and south-eastern lakeshore settlements.
This Structure Plan will identify future growth areas, as outlined in the Taupo District Council 2050 Growth Management Strategy report in June 2006.
The Turangi and Southern Lakeshore Settlements Structure Plan is looking at the existing and future land requirements for urban growth around Turangi, Motuoapa, Omori and Kuratau. It will develop a vision for future growth in these areas and how the settlements may look as they evolve, in collaboration with residents and ratepayers, local businesses and major landowners (including Maori Land Trusts, Trustees and hapu).
Council will identify precise locations and forms of future urban growth consistent with the strategic objectives outlined in the Growth Management Strategy. This will help to provide the communities and development sector with certainty regarding the future pattern of urbanisation within these settlements. Revitalising the Central Business District of Turangi is another major component of the structure plan. Future infrastructure requirements and changes to the District Plan will also be considered as part of this process.
Council has been collecting baseline information on the areas to be included in the Structure Plan during autumn and winter 2010. This has including finding out the communities' visions, values and views through open days, surveys, a public planning workshop involving 96 local people discussing Turangi town centre, establishing a Town Centre Landowners & Retailers Forum and a Strategic Partners Forum.
Phase 1 (“Visions, Values & Views”) has now been completed. The Visions, Values and Views Consultation Report is now available (see Further Information for the link).
Phase 2 involves the analysis of the thousands of comments received and identifying guiding visions and objectives for each part of the structure plan. From these, a number of development options will be prepared, initially for discussion with the Turangi-Tongariro Community Board and Taupo District Council. This will be followed by further consultation with the affected communities and the wider public. We hope to begin this in late December and January.
Council aims to notify the Structure Plan in mid-2011.
