Water plans and documents

Read our various plans – including our Water Services Delivery Plan which sets out how we intend to deliver water services over the next 10 years – and other water-related strategies, documents and publications.

In September 2025, the Government accepted Taupō District Council’s Water Services Delivery Plan, which sets out how council intend to deliver water services over the next 10 years.

The Government’s Local Water Done Well reforms over 2025 had required all councils to submit a Water Services Delivery Plan for approval.

Our Water Services Delivery Plan outlined Council’s decision to keep water services in-house for now, with a review as part of the 2027 Water Services Strategy. In practice, this means Council’s water services remain under Council control, while Council will continue to deliver water services, own all its water assets and make all water-related decisions, with a Water Services Committee established in 2026.

The plan details how we will deliver water services to Taupō District communities in a financially sustainable way, while also meeting investment requirements and government standards for drinking and wastewater.

The Taupō District Water Services Committee provide strategic direction in relation to, and governance oversight of, our water services, with an independent external chairperson.

Asset Management Plans for drinking water, wastewater and stormwater are developed every three years.

The plans outline how council will manage, operate, maintain, and plan for the improvement or replacement of our water infrastructure assets.

The Commerce Commission oversees the economic regulation of water supply and wastewater services in New Zealand.

We are subject to the Commerce Commission’s information disclosure requirements. These are intended to promote transparency and encourage water service providers to improve efficiency and service quality, and to invest and innovate for the long-term benefit of consumers.

Statement on dividends

In accordance with section 4.6 of the Water Services Information Disclosure Determination 2026, regulated suppliers of water services that do not have a Dividends Policy must provide a statement to that effect.

Taupō District Council provides water services through an internal business unit. The Council does not pay any dividends in relation to these activities and therefore does not have a Dividends Policy.

Policy for funding growth

This policy outlines how Taupō District Council funds growth-related costs for water supply, wastewater, and stormwater services. It has been prepared to meet disclosure requirements under clause 4.7 of the Water Services Information Disclosure Determination 2026 and is consistent with Council’s Long‑term Plan 2024–34 and related adopted policies.

Charges and IFF Levies

In accordance with section 4.8-10 of the Water Services Information Disclosure Determination 2026, Council is required to disclose our current charges with the following details.

  • The category of charge
  • The name of the charge
  • Whether the charge applies to residential, non-residential, or both types of customers
  • The geographic area(s) in which the charge applies
  • The circumstances under which the charge is payable
  • The amount or rate of the charge (inclusive of GST)
  • Where the charge is not directly attributable to the regulated service, the portion of the charge (inclusive of GST) allocated to that service
  • The charging basis
  • Any additional information describing how the charge is calculated, what it covers, or any circumstances in which the charge may not apply or may differ

The Council does not collect any IFF levies within the meaning of section 7(1) of the Infrastructure Funding and Financing Act 2020.

This information is subject to change annually and will be reviewed and updated in line with Council’s Annual Plan processes.

This report represents the first stage of a wider Taupō District Council Three Waters assessment as required by the Local Government (Water Services) Act 2025.

Overall, the findings reinforce the importance of continued investment in resilient infrastructure, robust treatment and monitoring systems, and proactive planning to ensure safe, reliable water services across all communities in the Taupō District.
