Lake Terrace road renewal
Project overview
The Lake Terrace road renewals project is the final phase of a work programme that saw the installation of a new sewer main in the area.
This work involves renewing the pavement and road surface in asphalt along Lake Terrace, from Mere Road to just south of Matuku Street. In total, 2km of Lake Terrace will be renewed to ensure the long-term durability of the road surface, making the road safer for all road users and supporting future infrastructure resilience.
Phase four of the project will see a new road surface at the Napier Road/Lake Terrace intersection which has been specifically designed with a five-year life cycle. The design and timeline take into account a new roundabout planned for the intersection, with budget for this work allocated across 2030/31 and 2032/33. Note the cost of resurfacing work at the intersection (phase four) is approximately $373,000 which represents 8.3 percent of the overall project cost.

Project updates
MONDAY 24 NOVEMBER 2025
Heavy rain last week delayed the final phase of the Lake Terrace road reseal project. The final piece of sealing around the Napier Road/Lake Terrace intersection has been rescheduled and will now take place from Monday 1 December to Wednesday 3 December, weather permitting.
The work will be carried out in three stages and traffic management will change according to each stage, so please follow the guidance of the stop/go teams in the area.
- North-bound traffic will continue to use Lake Terrace
- South-bound traffic will detour at Taharepa Road through to Richmond Avenue
Note residents between Taharepa Road and Mobil Lake Terrace will still have access to their properties.

WEDNESDAY 15 OCTOBER 2025
All repairs and asphalt resurfacing will be completed on Lake Terrace between Mere Road and Napier Road this week. This means that from Monday 20 October, if the weather cooperates, we will start work on the next section of Lake Terrace between Napier Road and Matuku Street.
While this work is underway, northbound traffic towards town will continue to flow along Lake Terrace, with diversions in place for all southbound traffic, as signposted.
Traffic management throughout project
Traffic management along Lake Terrace will be in place 24-7 throughout the project, with work to be carried out between the hours of 7am and 6pm Monday to Friday.
To minimise disruption, the work will be carried out in four phases as shown on the map below. Reseal work will be done one lane at a time.
- Northbound traffic heading towards town will use Lake Terrace at all times, under a reduced speed limit
- Southbound traffic heading away from town will use small diversions that will be sign posted.
Please follow the guidance of the team on the ground so that we can get this work done as quickly and safely as possible.
As always, please use caution around the work sites and allow extra time for your drive.
